The Government Modernization Act was a bill made in 2793 to attempt to move the capital of the UEE from Earth to Terra. The bill famously failed by just three votes. It later inspired Senator Mira Ngo to attempt this again in 2942, which also failed. This lead her to run for Imperator during the 2950 UEE Imperatorial election, and make it her main campaign pledge.[1]
